Please find attached ACSA’s letter for our sponsored AB 1148 (Brownley) to reauthorize the Instructional Materials Fund Realignment Program (IMFRP) which is due to sunset June 30, 2007, for an additional eight years. We have also incorporated some additional reforms including annual reporting to the budget subcommittees, DOF and Governor on anticipated costs of instructional materials and programs for better budgeting purposes. We are very close to a full support from the publishers on the bill which is critical in getting it signed. More...

ACSA continues to press forward on the issue of textbook costs and is sponsoring Assembly Bill 1148 (Brownley) which reauthorizes the Instructional Materials Funding Realignment Program the main source of funding for standards-aligned K-12 instructional materials. The IMFRP is slated to sunset July 1, 2007.
Without reauthorization K-12 public schools will have no main funding source for textbooks after the 2007-08 fiscal year. AB 1148 would reauthorize the program for five more years. More...

This is to provide you with an update of what ACSA is doing regarding the recent release of the 22 adequacy and efficiency studies. Our message is that any reforms or efficiencies must be tied to adequate funding for schools. There can be no reforms without funding directly tied to them. Adequate funding is essential. This message is already starting to resonate with the Legislature. The Speaker of the Assembly recently attended ACSA’s Board of Directors meeting and stated that reforms must be tied to adequate funding. We are hearing this same thing from other legislators as well as other leaders throughout the state. As you begin discussing adequacy and efficiency locally, we encourage you to include this message in your discussions.

The 2006-07 state budget may seem like a distant memory to many capitol insiders, but for most education leaders, we are in the middle of implementing the myriad of one-time and ongoing programs enacted last year. Implementation of the 28 expanded and new categorical programs continues to be challenging for those following the funding flow and programmatic requirements. At the request of ACSA and other organizations, CDE has kindly developed a “big picture” spreadsheet to assist LEAs in keeping track of last year’s new programs, their application deadlines, and funding schedules. We are making good progress towards a draft set of regulations to implement the new process for subject matter verification for secondary teachers in special settings (both middle and high school) who teach in special education, alternative education and small and rural schools for NCLB purposes. The process is to allow secondary teachers in special settings to obtain additional core content training and professional development in the core subjects they teach but do not hold a credential or have not taken a single subject exam in the particular subject. This is based on assignment and can also include multiple subject teachers teaching self-contained classrooms at the secondary level. District or county superintendents will sign off on the training and it is expected that many county offices will consider offering the training which will be based on the K-12 Curriculum Frameworks, core content standards, CSTs and the CAHSEE.

On Wednesday, February 21 the Legislative Analyst’s Office (LAO) released its annual 2007-08 Budget Analysis. The analysis covers the governor’s January budget proposal as well as the state’s revenue and expenditure projections for 2007-08 and beyond. Below is a link to ACSA's letter in support of SB 472 (Alquist) which reauthorizes the AB 466 teacher training until July 2012 and also provides for a new and exciting component for teachers of English learners within the 80 hours of follow up training. The additional training funds were part of the final state budget ($25 million) specifically to focus upon the training of teachers working with English learners. Legislative leaders determined that it was most efficient to coordinate this effort with the reauthorization of AB 466 training. More...

SB 1655 (Scott) has passed the Legislature and is on the Governor's desk. This is one of the few bills that ACSA and Senator Scott, Chair of the Senate Education Committee, have not agreed upon. The CA Teachers Association and the CA Federation of Teachers strongly opposed SB 1655 as well and we were unsuccessful in defeating the bill. Senator Scott believes strongly in the premise of SB 1655 and fought passionately for its passage. He even called every member of the Assembly personally lobbying his own bill. More...

In the final days of the 2005-06 legislative session statutory language was released regarding the $2.9 billion Proposition 98 settlement agreement of the CTA et. al. v. Schwarzenegger lawsuit. This measure is on its way to becoming law. This proposal was amended into SB 1133 (Torlakson) and establishes a new categorical program exclusively for decile 1 and 2 schools titled the Quality Education Investment Act (QEIA) The following is an initial advisory on this new program.
