Romero Bill/Open Enrollment Act - The "People's" Choice

SB 4 x5 created an Open Enrollment Act, which authorized a pupil enrolled in a "low achieving school," identified by Superintendent of Public Instruction, to enroll in a high performing school anywhere in the state. This webinar covered all critical aspects of this bill, from parent notification to policy implications, including racial and desegregation considerations; practices to discourage or prevent transfers; and acts to "targeting" students for perceived academic or athletic characteristics.
