According to the Romero Bill - the Open Enrollment Act - households sending students to any of the schools identified on California Department of Education's list of 1,000 low performing schools must be notified by January 2011 that they have the right to transfer their student(s) to another school district.  The Romero Bill creates additional questions in the already murky area of student attendance.
