ACSA successful in getting amendments to K-8 textbook adoption

The SBE took action to approve and amend Title 5 regulations that guide the K-8 textbook adoption process and the K-12 curriculum framework development process. A large number of public comments were submitted, including those by ACSA and the publishers.

ACSA was successful in getting the following amendments:

  • Including the opportunity to appoint school administrators to review panels.
  • Requiring that a minimum number of teachers on review panels have a background in special education or working with English learners.
  • Reinstating language that protected school districts when ordering materials and the wrong materials are delivered. CDE had deleted this language.
  • Requiring public forums around the state prior to the Curriculum Commission recommending a final draft of the K-12 Curriculum Framework and the criteria that guides textbook development.

The most controversial aspect of the regulations was the proposed prohibition of communication between publishers and members of the Curriculum Commission. The publishers fought hard to get that out, but it was reinstated at the request of SBE member Alan Bersin and supported by SBE President Ken Noonan. This is a significant reform to the process.
